Lawyer Overview

Teno A. West is a Partner with Pannone Lopes Devereaux & West LLC and the leader of the firm’s Municipal Infrastructure team. His practice focuses primarily on representing local, regional and federal governments in the areas of public contracts, water law, solid waste management, environmental law, litigation, real property law, construction law, special appropriations public finance and procurement law. Mr. West is nationally recognized in representing governmental entities with respect to projects being undertaken pursuant to alternative delivery approaches, including design/build, design/build/operate and public/private partnerships, and has drafted legislation required for the undertaking of such alternative procurements. He has served as the principal attorney and lead negotiator for development of some of the leading municipal infrastructure projects in the United States. He routinely counsels his clients with respect to the development of environmental infrastructure projects; including water, wastewater, combined sewer overflow, solid waste, co-composting, materials recovery, conversion technology and waste to energy, as well as other similar projects.

Mr. West has extensive experience in advising and representing  governments, including municipalities, counties, public authorities and federal agencies throughout the public procurement process and is a frequent lecturer on this and other related subjects.

Prior to attending law school, Mr. West served as Town Manager of Hardwick, Vermont and Town Administrator of Carlisle, Massachusetts. In his capacity as a municipal manager, he also served on regional solid waste district governing boards in both states.

While attending New England School of Law, Mr. West was Lead Articles Editor of the New England Law Review.

Mr. West earned his J.D. from New England School of Law, his Master of Public Administration from the University of Vermont and his undergraduate degree from St. Michael’s College. He is admitted to practice law in New Jersey and New York.
